A Personal Information Record for Every
Australian
Every individual and family who has used services
in disability, early childhood
intervention, education for children with special
needs, mental illness, chronic
illness and aged care knows that information
about the social, medical and
educational history of individuals is dispersed
amongst a myriad of disconnected
providers, practitioners and bureaucrats.
We
know we need a consolidated record and information tool, in
electronic form,
to drive Self-Directed Services.
Governments and providers can't do it. As a partnership of
individuals, families,
services,
businesses and governments,
SEP is very
interested in
leading the development of a consolidated Personal
Information Record, where
individuals and families are in control of access to
and use of the information
system, so that it operates in accordance with an ethical,
person-centred
framework.
We would like to
hear from individuals, families, service providers,
businesses and investors who want to work
collaboratively to make this happen
and end the decades of dithering by governments.

Individual Learning Plans
Every child in Australian schools
should receive an education that is tailored to
their individual needs. Governments and schools
(public and private) will say they
agree with this goal. In reality, our
schools still operate on a nineteenth
century institutional model which assumes that
all children are basically the
same (except for the two categories of 'gifted' and the
'impaired').
Individualised learning should be a right for all children.
Finland has led the world
in individualising learning plans for all
students, but in Australia the concept has
been confined to some students with disabilities,
and even then, it has been poorly
implemented.
As a partnership of
individuals, families, services,
businesses and governments,
we
would like to develop a
collaborative project to promote the importance of
individualised learning, and develop a system for
enabling individual learning plans,
in electronic form, to be widely used by parents
and educators. Our commitment is
for a system where families are in control
of access to and use of the Individual
Learning Plan,
so that it operates in accordance
with an ethical, person-centred
framework.

Family Income Management Plans
Noel Pearson has developed the use of Family Income
Management Plans
amongst several indigenous communities on Cape
York. The goal has been to
prevent the drain of family resources on grog,
allow money to be put aside regularly
for education, and to develop savings and
home ownership plans.
Politicians and policy makers in Canberra are
struggling with issues of welfare
reform. They can never get the idea of starting at
the family and community level.
Family Income Management Plans can work in
ethnically diverse and urban
communities too.
As a
partnership of individuals, families, services,
businesses and governments,
we
are keen to facilitate the
development of Family Income Management Plans
in communities around Australia. Our commitment
is for a model where families
and communities are in control of their
plans,
so that they operate in accordance
with an ethical,
family-centred framework.
